Governance Expert and Policy Analyst, Professor Enoch Opoku Antwi has applauded President Mahama for fulfilling majority of his 120 day social contract promises to Ghanaians.
Before his assumption of office, then flagbearer of the NDC laid out 25 specific promises, boldly setting himself a 120-day deadline for full implementation if elected.

These pledges cut across critical sectors: nine economic promises, four governance reforms, seven in education and social welfare, three on national security and justice, and one each on environment and tourism, respectively.
President Mahama has been able to accomplish over 20 of these promises outlined in his 120 day social contract.
Speaking in an interview on TV3 New Day’s Big Issue, Friday, May 9, 2025, Prof. Antwi scored Mahama an A, rating him 80% out of 100 for what he says is an “unprecedented” act by any government.
“I will be very consistent, 80% which is an A. President Mahama gave 25 promises and out of them over 20 have been fulfilled within the first 120 days. Is that not unprecedented? He’s been very unique in many ways and the Minority Leader is talking about impressions,” he said.
Explaining his reason for commending the President, Prof. Antwi cited the abolishment of the E-Levy, betting tax and Emission levy as well as the establishment of Code of Conduct for state officials and other achievement of the promises in the 120-day social contract.
He stressed that good governance is based on four criteria – values, strategic leadership, vision and reaching the ends. He believes that the President through fulfilling part of his 120-day social contract has exhibited all these and achieved good governance.
“If I look at these four; the values is in the code of conduct, if I look at the strategic leadership in the lean government, in the adwumawura, in how cabinet was formed within 14 days, in the Education reform committee, in no scandal for the first 120 days, in making sure that we have the constitutional review committee,6th March the waste that was reduced, removing E-levy, the Emission tax and bet tax, we have the disabled receiving education free.
“If you look at all these days within the first 120 days, a marriage of four years and you are judging it from the first 120 days, he has really started well and I think that all we have to do is to strengthen the signs,” he stated.
The Policy Analyst said President Mahama by his actions and decisions by far “is fixing the system because it was not functioning well”.
He emphasised that the President is building a solid foundation to revive the economy, particularly with the cedi gaining strength and inflation rate coming down.
He urged government to address food inflation and road infrastructure in the country, stating that when these are done “that the next four years is going to be exciting for all Ghanaians to see.”
